Method Details for CreateAllocation.

Creates an allocation for an employee on a task. Use this method to control hourly rate and dates on the allocation Dates is only set when Dates on Allocations are activated in the system Set HourlyRateID = 0 to use the system alogorithm to find the correct hourly rate for the employee
